Copenhagen: Brown regrets that some countries have 'hijacked' the top

British Prime Minister Gordon Brown has accused a "handful of countries' have 'hijacked' negotiations at the Copenhagen conference on climate, according to excerpts of a message made public Monday, December 21, by Downing Street.
